So in the morning they wait for the tram… and a bus shows up instead.

Which they don't notice (the stop is across the road and far enough away) so they wait and wait. If people would just glance at the ELP (electronic information panel) on some stops, they'd see that a specific service has been replaced by a bus and could easily walk over. But you can understand it — it was early morning.
