Czech Railways and the approach to changing a ticket

I was due to travel to Prague on business for two days. I chose the train — specifically ČD RailJet. I bought a return ticket, paid by card, and the ticket was stored on my InKarta. Because I'd booked well in advance I paid 330 CZK. The next day I found out I'd only need to be in Prague for one day, not two. So I had to cancel the ticket. I decided to cancel it entirely and take the bus instead — the last coach from Prague to Brno works better timing-wise (at a reasonable hour). I found the relevant form on the Czech Railways e-shop, filled in what was needed, and cancelled the ticket. Then I waited quite a long time… specifically 29 days. Imagine my surprise when I received 270 CZK back! The corrective tax document states: Deduction per SPPO (cancellation fee) 70 CZK. So I started digging into what that meant. Which in turn tells us that refunds are governed by the SPPO (Czech Railways General Terms and Conditions for Public Rail Passenger Transport). Among other things it mentions that Czech Railways has up to 3 months from receipt to process a refund request (clause 7.8)! So I found the next document (SPPO) and started looking for the relevant section (articles 272 and 273), where I learned: - A full refund would only apply if I bought a new ticket (same route and number of passengers) - For each direction, 10% of the total price is deducted, minimum 35 CZK - If I used EPIK (the electronic wallet on InKarta), the refund would go there with a 0% cancellation fee (art. 273).

For comparison, the competition (RJ and LE) works differently. LE refunds the full amount for online cancellations — and even at their ticket counter if you provided your email at purchase. Otherwise a cancellation fee applies. RJ credits the refund as a travel voucher or at the counter. The cancellation fee is printed on the ticket and is typically 0%. Tickets can be returned up to 15 minutes before departure.
